•Ballot measures to legalize recreational cannabis have qualified in both Arizona and Montana. Smart and Safe Arizona submitted 420,000 signatures for certification last month, enough of which were accepted to advance it to the will of the people in November. Similarly, signatures have been accepted in Montana submitted by New Approach Montana to create a regulated market administered by the state Department of Revenue, assessing a 20% tax on sales items.

•Maine will finally implement cannabis sales nearly four years after legalization. The state’s Office of Marijuana Policy announced that sales will begin October 9, a month after it begins issuing licenses on September 8. Sales were originally planned to begin last spring before being derailed by the pandemic. Four types of licenses will be available: cultivation, manufacturing, retail sales, and testing.
