May 28, 2013•Connecticut Governor Dannel Malloy has signed a new beverage alcohol bill, allowing for the sale of malt-based beverages in pouch packaging. The bill, which was sponsored by Senate environment committee chair Ed Meyer and House environment committee chair Linda Gentile, was immediately effective following Malloy’s May 24 signature. In response to the change, major players within the pouch segment—including Diageo North America—applauded Connecticut’s recent efforts to modernize its beverage alcohol laws, and expressed hope for future “consumer-friendly pricing reform” in the state. The pouch packaging bill follows the success of 2012’s Sunday sales reform, which permits Connecticut consumers to now purchase alcohol on Sundays from 10am to 5pm at retail, as well as on Memorial Day and other holidays.
