Cannabis Acceptance On The March In Europe

Attitudes toward cannabis use are changing across the pond. Developments in Switzerland and Luxembourg will mark a major shift in cannabis policy in Europe when the two countries institute new legislation legalizing cannabis use. They will be the first nations in Europe to formally legalize cannabis. (Despite its famed prevalence and acceptance in the Netherlands, cannabis remains illegal there too and exists under the auspices of a tolerance policy.)

Luxembourg is taking a tentative approach with a law that will allow adults there to grow up to four cannabis plants for personal use but that stops short of legalizing commercial sales. People 18 and older will be permitted to purchase cannabis seeds in stores or online to begin their home grows. It’s a first step toward a planned system of state-regulated production and distribution that would invest revenues back into prevention efforts, education, and healthcare related to addiction.

In Switzerland, a parliamentary commission ruled that cannabis should no longer be banned, prompting a commitment to draft legislation to enact legalization. With the aim to eliminate Switzerland’s illicit market, both medical and recreational use will reportedly be legalized.—Danny Sullivan
