•Virginia lawmakers are once again aiming to establish a retail framework for adult-use cannabis sales in the Commonwealth, delivering a suite of laws to the desk of anti-cannabis Governor Glenn Youngkin. This year’s attempt at bringing the state into compliance with legalization laws passed in 2021 includes SB 970 and HB 2485, which would allow for regulated cannabis retail. Virginia lawmakers have also delivered a bill expanding the state’s medical marijuana program with clearer labeling laws and the ability for patients to get cannabis delivered. Finally, state lawmakers have delivered bills to the governor that would seal past cannabis conviction records, as well as provide a path for the currently incarcerated to have their sentences from marijuana convictions reduced. In the past, Governor Youngkin has vetoed the retail bills and has shown no sign that his stance on legal cannabis has shifted.
