•California cannabis production jumped 11% in 2024, reaching 1.4 million pounds, according to the state’s Department of Cannabis Control. While legal production has been growing, the state’s 1.4 million pounds of legal cannabis is dwarfed by the illicit market, which, according to estimates from ERA Economics, is at 11.4 million pounds. While much of that total is destined to ship out-of-state, the group estimates that Californians consume 3.8 million pounds of cannabis, with illicit sales doubling the state’s legal market.
•Early this month, a bill was introduced to the New York state senate, aiming to legalize Delta-9 THC, allowing sales by retailers approved by the state’s Office of Cannabis Management, beginning January 1, 2026. In addition, the OCM has announced a new type of cannabis license, a “Branding License,” that would allow out-of-state operators to partner with New York-based processing and production facilities to enter the Empire State.
