Pennsylvania Lawmakers Work To Compromise on Adult-Use Bill

A new bill legalizing adult-use cannabis sales is circulating in the Pennsylvania state Senate, with lawmakers determined to get a bill to Governor Shapiro’s desk ahead of a July budgetary deadline. The new bill—the Keystone Cannabis Act—is being proposed by Senator Marty Flynn, and would keep cannabis out of Pennsylvania’s state-run liquor stores, a key objection that killed the last attempt at legalization.

In addition to establishing a retail framework for cannabis, the bill would create a Commonwealth Community Reinvestment and Infrastructure Fund to funnel cannabis tax revenues to reinvestment in rural communities, overall infrastructure projects, and substance abuse prevention programming. The Keystone Cannabis Act would also provide a licensing path for entrepreneurs with marijuana convictions and a plan to expunge past records.

While Senator Flynn continues to work his bill through the upper chamber, the PA House of Representatives is also working to deliver a bill that could pass the Senate. Representative Rick Krajewski and Senator Sharif Street discussed reviving and altering the last failed bill to meet the Senate’s demands. As with Flynn’s bill, the goal is to have legislation on Governor Shapiro’s desk by July.—Shane English
