Texas Governor Vetoes Hemp THC Ban

June 24, 2025

Texas Governor Gregory Abbott has vetoed the state bill to ban production and sales of hemp-derived THC products. Along with his veto, Abbott called for a special legislative session slated to begin on July 21 to hammer out new regulations for the category. The veto saves the nearly $5 billion state hemp business from complete prohibition, opening the door for government restrictions to address state lawmakers’ concerns about underage sales, among other issues.

The move was praised by industry groups, including the Texas Hemp Business Council, which released a statement: “Governor Greg Abbott has shown the people who he works for—proving that truth, freedom, and the voices of Texans still matter.” The group’s executive director, Cynthia Cabrera, told local news outlet KTBS that the industry would welcome proper regulation of the growing category, in which key Lone Star State retailers like Spec’s and Total Wine participate.—Shane English
