Rand Paul May Block Senate Spending Bill Over Hemp Ban

July 29, 2025

Kentucky Senator Rand Paul could be set to block the U.S. Senate’s spending bill unless language banning hemp-derived THC products is removed, according to anti-cannabis group Smart Approaches to Marijuana (SAM). The group claims Paul is “holding the bill hostage to carve out federal protections for hemp-derived THC products.”

Paul’s position puts him at odds with fellow Kentucky Senator Mitch McConnell, who is behind the highly restrictive anti-hemp THC language included in the initial spending bill. McConnell was a major proponent of hemp legalization, which inadvertently included a loophole that allowed the creation of the now burgeoning hemp THC category.—Shane English
