U.S. Senate Removes Hemp Ban From Federal Funding Bill
August 5, 2025The United States Senate has stripped the hemp ban from the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies spending bill currently making its way through Congress. The ban—championed by Kentucky Senator Mitch McConnell—would have outlawed all hemp-THC products, bringing an end to the multibillion industry. McConnell’s language was removed after fellow Kentucky Senator Rand Paul threatened to block the entire funding bill.
While McConnell has introduced a new ban to be amended to the bill, industry sources told Marijuana Moment that it’s unlikely to receive a vote, allowing for the continued existence of the hemp-THC industry. While this is a victory for the hemp industry, it may only be temporary. The language banning hemp with any detectable THC is still in the House version of the funding bill, supported by Maryland Representative Andy Harris.—Shane English
