Minnesota Opens Adult-Use Sales, Marking 23rd State To Legalize

September 23, 2025

Non-tribal adult-use sales have begun in Minnesota, making it the 23rd state to establish legal sales. While Native American tribes have been able to sell cannabis products since earlier in the summer, last week’s launch of the general adult-use market has brought in some of the U.S. cannabis industry’s major companies.

Green Thumb is among the first multi-state operators to open in the state via its Rise brand. Other adult-use dispensaries in the state are operated under the Green Goods brand by Vireo Growth. According to the state, there are already more than 12 active adult-use dispensaries. Statewide sales are expected to reach the hundreds of millions by next year.—Shane English
