Connecticut Governor Proposes Changes To Drinks Retail Landscape

February 17, 2015

Connecticut governor Dannel Malloy plans to propose a loosening of laws regulating beverage alcohol retailers in his biennial budget for the fiscal period starting this coming July. The Connecticut Mirror reports that Malloy wants to extend retail wine, spirits and beer sales hours from the existing 9 p.m.limit to 10 p.m. Monday through Saturday, and from 5 p.m. to 8 p.m. on Sundays. He also proposes raising the cap on retail licenses per store owner from three to six, and for the state to begin allowing discounting down to the actual cost of a bottle.

Total Wine & More, which entered Connecticut with a 35,000-square-foot store in Norwalk two years ago and is planning to open two other locations in Manchester and Milford, is strongly in favor of the changes, while the state’s existing package stores are opposed. Passage of Malloy’s plan through the Connecticut legislature is expected to be an arduous challenge.
