Mexico Inches Closer To Adult-Use Legalization
October 29, 2019The cannabis legalization effort in Mexico appears to be coming to fruition, with the outlines of adult-use legislation taking shape in the country’s Senate. Under a draft document that emerged recently, Mexican lawmakers would legalize recreational cannabis sales to consumers 18 and over for private use, but impose stringent regulation limiting foreign ownership, vertical integration, and the resale of licenses.
The proposal calls for the creation of a “Cannabis Institute” to issue licenses and set potency limits for adult-use cannabis, as part of its regulatory framework. Cannabis products for recreational use would not include edible or drinkable offerings, and would be limited to nondescript packaging. Licenses would include cultivation, transformation, sales, and import/export, with companies or individuals limited to holding one type of license. Sales licenses would be limited to three per licensee per state.—Daniel Marsteller
