Texas Congress Sends Bill Banning Hemp THC Products To Governor

May 27, 2025

The Texas legislature has sent a bill to Governor Greg Abbott that would ban the burgeoning hemp THC category in one of its biggest markets. Under the bill, products containing THC and THCa would be banned from the Texas market, effective in September, while non-psychoactive cannabinoids like CBD and CBG would still be allowed.

Industry players are lobbying the governor to veto the bill, which they say would stifle the Lone Star State’s hemp industry, estimated as high as $8 billion in value. Retail sales—including through large beverage alcohol chains like Spec’s and Total Wine—make up the bulk of state’s hemp-derived revenue, with over 7,500 retailers generating $4.3 billion in sales, according to Whitney Economics. Abbott has not yet weighed in on whether he supports the measure.—Daniel Marsteller
