Control State Spirits Volumes Rise In April

Spirits volume declines eased in the first four months of 2025 in control states, as the month of April registered a modest 3.3% increase, according to NABCA. Control state spirits volume is down 1.2% in the year-to-date.

The two largest control states, Pennsylvania and Michigan, bucked the trend through four months, with year-to-date increases of 2.3% and 2.9%, respectively. As has been the case recently, Tequila (+5.2%) and pre-packaged cocktails (+29.3%) were the only two major categories to register increases, year-to-date.

Tito’s vodka remains the largest-selling spirit in control states, ahead of Smirnoff vodka and Fireball whisky. The fastest-growing spirits in control states year-to-date include Don Julio Tequila, Surfside RTDs, Buffalo Trace Bourbon, and Lunazul Tequila.

Sazerac Co. remains the leading supplier in control states, and it became number one overall by volume in the U.S. spirits market for the first time in 2024, according to Impact Databank, after acquiring Svedka vodka from Constellation Brands late last year.
